The fundamental changes are that:
There will be another framework to offer denied leave licenses; and
Expats who complete settled contracts will no longer need their support's endorsement to take up another occupation.
Already, one needed to hold up two years to work in Qatar again if a business declined to concede a no complaint authentication to change employments.

Also, mindful of the feedback Qatar has gotten of its kafala framework, which human rights associations say empowers the mishandle of expats on account of corrupt backers, the content of the new law does not utilize the word kafeel (support). It rather alludes to an authoritative relationship between a business/representative.
